"NOTWITHSTANDING ANY OTHER LAW, 26 THE FOLLOWING MAY NOT BE USED FOR DETERMINING RESIDENCY FOR VOTER 27 REGISTRATION PURPOSES AND ARE DEEMED TO BE EVIDENCE OF A TEMPORARY ADDRESS 28 WITH INTENT TO RETURN TO SOME OTHER PERMANENT ADDRESS: 29 1. A DORMITORY ADDRESS OR OTHER TEMPORARY COLLEGE OR UNIVERSITY 30 ADDRESS. 31 2. ANY ADDRESS WITHIN THIS STATE AT WHICH THE INDIVIDUAL DOES NOT 32 INTEND TO RESIDE FOR TWELVE MONTHS OF EACH YEAR. 
This bill would disenfranchise students from being able to register to vote on college campuses, dorms, or any "temporary address within the state at which the individual does not intend to reside for 12 months of each year."  This bill is a direct target at young people because young people are turning out to vote at enormous historical numbers.
